Dear Sir/Madam,

My name is Mihai Anatol Bulacu, born on May 2, 1966, in Corabia-Olt-Romania, having my Romanian residence in Craiova, Cl. Bucuresti M8A, Apt. 3, Romania Ro-200274, phone numbers +40 251 414705, and GSM mobile +40 722 325354 and +40 7333 80419 previously, and e-mails mihai.bulacu@gmail.com, mabulacu@yahoo.com, mabulacu@aol.com, and presently residing at The Gateway, Toronto, 107 Jarvis St., M5C 2H4, 416-368-0324, and personal voice mail 416-604-5951, but with frequent problems in accessing some of those accounts, due to server problem or connection.

I am writing you in order to ask for assistance against what I perceive as limitations and restrictions of my basic human rights, communication and access to labor market at training level by means of communication censorship to finding employment at my level of training and expertise. There were also in Romania pressures to join law enforcement agencies or intelligence agencies, probably with the purpose to remove my option of starting a suit or litigation process for these issues, following my retention in Romania and the medical incapacitation of my mother. I think those were just pressures to drop the chance of me starting a suit. I have been under strong professional pressures since my depositions with this content made last Spring, 2008 in Geneva at the UN Human Rights Commission, the European Court of Justice in Strassbourg and at the International Court of Justice in The Hague.

I consider these pressures and peer and environment as means of witness intimidation, pressures to silence a witness, and progressive elimination of mine, marginalization social, professional and economical, by reducing a person to basic survival means. I was under large pressures, peer, socio-environmental, with allegations of being a rasist, gay, HIV/AIDS, or with religious extremist behavior. It is somewhat possible that those came from my temporary membership in a Centrist-Democrate political party in Romania, PNTCD, but I think this unlikely. More likely those are the cover-up and pressure to eliminate a possible witness or law suit by me having somewhat witnessed some aerospace situation or by having been the subject of an identity theft. The cover-up was operated in Romania by me joining some intelligence related group or law enforcement agency. I have the feeling these pressures are coming from some private intelligence groups or defence-aerospace-lobby related interests. I have been between 1994-1997 for aerospace companies in Canada and the USA, Bombardier Defense Systems Division Montreal and Boeing Commercial Everett, WA. It is I somewhat witnessed or came in contact with some aerospace situation, or I was somewhat intended to provide without my knowledge my identity to some arms-dealing groups or interests, Romanian and possibly Canadian also ID and passports.

My possible retention in Romania started shortly after September 9/11 2001, by my mother head stroke accident (hemorragy), coincidence, two days before my departure for Southern Germany. The other incapacitation occurred by her broken hip in November 2002, when I was in Paris tendering IT outsourcing services along with some ex-SAGEM French aerospace engineers and commercials. My mother second head stroke occurred in March or April 2008 when I was making the depositions in Geneva, at the UN. It is possible that my report on Differential GPS precision landings toward the M.Eng. at Ecole Polytechnique in Montreal was somewhat interesting, or it was just about providing Romanian and possibly Canadian documents on my name to the arrested arms dealer Victor Bout, arrested in Spring 2008 in South-Eastern Asia.

The largest coincidence occurred with the Madrid 3/11 2004 bombing in the Madrid Attocha train station, when I was en-route between London-Victoria Coach Station and Koln, Germany. Possibly there were some fears I might contact the respective agency and some connections be made.

I do ask for help in locating myself in a region or place of my own choice, preferably Germany, France, Italy or Switzerland, and not related to Boeing or Lockheed Martin interests or major investments or interests and in protection to have the chance in having employment at my level of experience, training and expertise, and to have reliable communication access to the world. I hope in this situation I will have protection about spamming with HIV-AIDS, gay, autism suggestion, schizophrenia, Alsheimer or job re-conversion to paramedic, pharma technician, or just basic manual jobs or truck driver. I think that most of this content were just pressures from these interests.

I do not have any proofs about e-mail filtering or retention, of screening, barring of phone calls, voice mail blocking, but I was under pressure not to be hired by pressures on possible employers and intimidations. I do not know if this happens because of my depositions with organizations involved in Human Rights, or because my work experience with Boeing and Bombardier, or possible because the identity theft. It is possible that the identity theft was used for industrial espionage and sabotage means, possibly for delaying the EADS-Airbus A380 project, as alleged in the press, with some stock manipulation. Possibly this produced a panic and eventually the bombing of the Madrid 3/11 2004 train station.

What I can prove and state is just the present situation, my mother medical incapacitation with time coincidences, apparently to keep me somewhat incommunicado in Romania, for possible identity theft. I do ask for protection, investigations eventually, and for aid in relocation myself in locations of my own choice, where I could have real chances in obtaining employment at my own level of training, expertise and competence. It seems these pressures are coming from very powerful military-defense-aerospace interest groups, with strong intelligence or government support, involved in exportation of technology, and possibly involved in the GWOT, Global War on Terror.
